Default Default date format

If I enter a date in a cell as 3/1, Excel displays 1-Mar. Who the heck ever writes dates like that? I don't anyway.

At any rate, is there a way to change it to some other format e.g. Short Date?

This has bugged me years and I've never found an acceptable answer. Who the heck at Microsoft came up with the bright idea to have the default like this?

"Great idea on that default date format, Stanley! How about something for time?"

"I'm thinking Klingon standard."
