Question Email alert based on value in cell

I have a spreadsheet that has cell for percentage spent to date. I need to set it up to where when that number hits 25%, 30%, 35%, 40% and 50% it will send an email notification. I would like that notification to state "The percentage spent has hit (the percentage for that time). Thank you, "

I have not done any VBA codeing so exretemly basic instructions would be great. The cell that the information is in is D10.
I am using Excel 2013 on Windows 7 machine with outlook for mail system.
