Is there a way to change the overall default zoom in Excel 2003?

I've changed my book.xlt (and book.xltx) templates in both:
- Documents and Settings \ [Name] \ApplicationData\Microsoft\Excel\XlSTART; and
- Program Files\Microsoft Office\Office12\XLSTART,
with the zoom setting changed to my desired level.



With this, if I click \New\Book.xlt, or Ctrl-N, I get my desired setting.

However, if in a workbook I click on the "Insert Worksheet" button (at the right side of the worksheet tabs), or enter Shift-F11, I seem to get the "default" new worksheet, with zoom=100.

Any ideas how to change this "high-level" new worksheet formatting? My reason for asking is that we have an application that spawns new worksheets, and want to have this zoom control.
