Count Conditional Formatting?

Thought of DSUM or SUBTOTAL but seemed not good for that purpose (stated in the file).

You need to use a formula that invokes the same rules as your conditional formatting. For example:
=((B$7/2<B2)*(B$7/2<C2))<>0
