Default Applying a conditional format to multiple rows

Hi
I am trying to apply a conditional format to 40 rows and infinite columns

Here is my code
F16:XFD16 apply red color higher than E16, apply green lower than C16

But the problem is
I try to apply this as only rising 16 to 17,18,19 but the conditional stay 16 all the time

I created same rule at the 17th row but this time it became 16-17-16-17
I need to make it like 16-17-18-19 by moving the cross on the left side.
