=IF(A3="",0,IF(C3="X",N3,0))

There ought to be a way in Excel to do "if and" statements as in Visual Basic but I can't find them so in their absence, you have to use double if statements.

Could also be written

=If(A3<>"",IF(C3="X",N3,0),0)
