I need to use multiple rules with conditional formatting. But when I use the graded color scale, it only uses the first rule and ignores the rest. Am I doing something wrong? I have attached the test spreadsheet I am using. Note that the second rule seems to be ignored. Thanks.

Can two different scales be applied to the same range?

I do not know. I use a different range for each of the rules, but it ignores the second.

I just realized you meant the same row/column range. Hmmm...Once again I am not sure. But, if I use the option to simply color a cell a specific color based on value, multiple rules do work.

As far as I understand it the scale formatting will format from red to blue from lowest to highest value. I don't think you can use various scales that way.
