Default Excel--Help!!

In a Business report in which there are 4 stages (1,2,3,4) and each stages has a limit for example:


Stage 1 should only last 2 hours, Stage 2 should only last 4 hours, Stage 3 should only last 10 hours AND Stage 4 should only last 16 hours

SO according to the status reports IN EXCEL:
Stages/ Hours ---- Pass/Fail
3 / 9
2 / 3
4 / 10

So i have to get pass or fail from the report that I have. So take into account what STAGE it is and how much time it SHOULD TAKE(default time: Stage 1 should only last 2 hours, Stage 2 should only last 4 hours, Stage 3 should only last 10 hours AND Stage 4 should only last 16 hours) and how much time it TOOK. So if the hours in Excel exceeded the DEFAULT than fail, else Pass. But it has to compare the stages and hours one by one (I can program this but I can't think this through in Excel).

Please help me out, I know this is kinda CONFUSING. But any help will be appreciated.
