Thumbnail in excel

I would like to add a photo in a cell as a thumbnail. The photo should default to the size of the cell then enlarge when you hold your mouse over it. Does anyone know how to accomplish this in excel 2007?

You need to scroll down towards the bottom where there is a sample file.
