Default Where is the Paste Special Dialog Box

In Excel (Any Version), I tried this in 2003, 2007 and 2010.



-Highlighted a range of numbers (not formulas - just straight up numbers).
-Clicked Copy
-Selected a cell
-Right Click Paste Special.
-Problem - Paste Special Dialog box did not appear.
The Dialog box that appeared is similar to one in
word where it doesn't give you all the options but comes up instead with
paste as either a Unicode Text or Text.

Where is my Paste Special Dialog Box? And how do I get it back?

Default Okay I figured this mystery out.

If this happens to you.
Ctrl Alt + Del
Delete out some of the processes that are on the list.
One of them (I don't know which one) is getting in the way of letting Excel do all of it's functions.
