Default Macros are disabled

When I try to run code in Excel VBA, I get a message "The macros in this project are disabled...."
It worked yesterday.



I had the same problem in Excel 2007, expected better results in version 2016.

I've tried Trusted Locations, Added a folder, but get msg "Cannot save to this folder."
Tried Signatures but probably doing it wrong.
Where do I find instructions to run my own programs on my own computer?
