Default Pictures not appearing when placed behind text

Hi everyone,
I'm struggling to place a picture behind the text in word 2007.

To explain, I'm putting a picture onto the bottom of a letterhead. The picture has a gradient that fades as you go 1/2 way up the page. Not difficult.
However, despite selecting the "Behind Text" option in the Text Wrapping menu, the picture disappears behind the text. Strangely, when I insert some footnotes, which also cover the picture, this does not happen and the picture is visible. It seems, then, that where the picture is in the margins all is okay, but as soon as it gets into the main body where you actually type--the actual column--it is completely lost.
I've been at this for 5 hours now and seem no nearer to finding out what the issue is. Other Text Wrapping options seem ok, but this has me stumped. Any advice would be very much appreciated.

Thanks,
Ray

PS: whether simply choosing Insert Picture or Insert Shape/Shape Fill/Picture, the result is the same: the picture will not be visible when sent behind text.
