Default Loss of Image Quality When Exporting as PDF (Even with options checked)

Hello,

I am using Office 2013. I have "do not compress images in file" checked under the advanced options, but I still notice an obvious loss of image quality when saved as a PDF. (I know the setting isn't retroactive - it's happening on new documents, too.)



Is there a setting that will allow me to maintain my image quality? Saving to a PDF program would be acceptable, except that I want my table of contents links to remain clickable.
