If you know what formatting option you want to use, you could create a macro that activates it and assign the macro to a keyboard shortcut. I'm not sure what you're after, though as, when I right-click on an image in a table (or anywhere else), the context menu displays 'Format Picture' (not 'Format') and clicking that displays the 'Format Picture' form.
