Default Shapes don't have green handle

I've inserted some shapes I saved from Auto Text. The shapes work just as any shape (move, re-size, etc) except they do not have a green (rotational) handle until the shape is re-sized. I specifically don't want to resize, just rotate the arrows. Is there any way to get that green handle to appear?



The work around is to use one of the Drawing Tools to rotate but that's not convenient and requires multiple clicks.

These happen to be arrows. I've attached a word document with the arrows w/ no green handle. Interestingly(?) the yellow handle appears, no green. We need the green to re-arrange on a map for a non-profit event.

At a guess, I'd say it's because they're too narrow for the rotate handle to display. They don't display for anything 16pts wide or less.
