Default photo plate production

I am trying to put together compound plates of photos. The plates can have up to 10 or 12 individual photos. I work out roughly where the photos are going and adjust their size etc in photoshop and then import them into predrawned boxes which I have placed onto a template. However I am not sure if this is the best method. I go to "insert table" and then "draw table" but I find it is difficult to keep the table boxes separate ! I cannot place them exactly where I want to and cannot move them around. They seem to communicate with each other !! and also join up ! I also want the photos to "fit" into the boxes so that they are not distorted.

My main problem is initially setting up the plate of boxes ! and then later adjusting them so they all fit together with a small white margin around each one.
I would be grateful for any help ! please outline any methods in a simple step wise way.
Cheers Bob
