Unhappy Office Help, Tech Support

Just called MS Tech Support line because, after reinstalling Win7 Office 2013, in a Word or Excel doc the display is stuck on the tab File; viz, no other tab can be selected, including, Home. After 30 minutes, with a background noise so bad that he was difficult to hear, the tech person informed me that it would cost me $99 for him to contimnue.

Has anyone else experienced this? Is there a way to get to a Microsoft tech person who can understand English?

I just called them, but it seems support for Office 2010 is not free it costs $80, pay first...and hope he can fix the problem?

Most Office application faults can be cured by repairing the Office installation (via Programs & Features > Microsoft Office > Change in the Windows Control Panel). Of course, each application can have problems that a repair won't cure. For Word, see, for example:
