All Word documents use Styles; it's unavoidable. The real issue is whether those Styles have been used properly or someone's just ignored them and overridden them willy-nilly with different formats.

Unless you're copying/pasting content from your current documents into new ones based on the template, the most you'll be able to achieve is to change a few formats by attaching the template and using the 'Automatically update document Styles' setting. None of your page layouts will be updated and overridden Styles will continue to be overridden.

As for line spacing, whatever you choose makes no difference to Word.

You should not have such paragraphs in the first place; they should be deleted (easily done via Find/Replace) and the remaining paragraphs formatted with a suitable before/after spacing (preferably via Style defintions).
