And the error message explicitly says you're trying to install Click-to-Run software on an installation that has a Windows Installer based program. Nowhere have I (or the error message) suggested you have a Click-to-Run installation of Office. Not only that, the error message indicates you have Office 2013 installed, not just 2016 (if indeed you have that installed). If you have - or have had - Office 2013 installed, that may be behind your problems. If so, you may need to install the Office 2013 version of the Language Pack. Failing that, you might try repairing the Office installation (via Start > Windows Control Panel > Programs > Programs & Features > Microsoft Office (version) > Change > Repair), then seeing how you go.
