Default Outlook 2013 Toolbar Template Button

Hi

So far I understand:

emails can be saved into templates and shortcuts can be placed anywhere to access these , these are found in C:\Users\user\AppData\Roaming\Microsoft\Templates folder . This is OK , however users said on older versions of office there was a template button within the outlook window



On Outlook 2013 These templates can be accessed through 'new items'>'more items'>'choose form'>look in: 'user templates in file system' . However this method is slow and clunky for most users

A 'form actions' button can be placed on the ribbon by going through 'file' > 'options' > 'customize ribbon' - I tried this and have a form actions button , however it is grayed out . See attachments


I simply want a choose form button to quickly access the templates stored in the template folder ( as above ), I have spent two hours now messing around and not getting anywhere

I know there is a developers button whcih can be enabled on ribbon that includes forms , however I want something more simple

Any Suggestions?
