What 'line distance'? Your posts in general are difficult to follow. Word hasn't used Stylesheets for over 25 years, yet in post #1 you say:

I suspect you're referring to the 'space before' paragraph format setting of the Heading 1 Style - which is actually 29.5pt - or to the 'space after' paragraph format setting - which is actually 22pt. Similarly, the 'space before' paragraph format setting of the Heading 2 Style is actually 13pt and the 'space after' paragraph format setting is 12pt. None of those settings changes when you apply the 'page break before' setting to Heading 1.
