Have you tried installing .Net Framework 3.5? Also ensure all the updates for .net framework are installed. Retry once again and check if the issue is resolved.
Have you checked the LoadBehavior key value in Registry? It should be 3 and the location in the registry is HKEY_CURRENT_USER\Software\Microsoft\Office\Ou tlook\Addins\Microsoft.BusinessSolutions.eCRM. OutlookAddIn.Connect.5
