It will also overwrite any existing building blocks saved by the other user. The 15 is a version-specific location for Word 2013. For Word 2010 they are in the folder 14.
If the Building Blocks are instead stored in a
Global Template then they will not overwrite the individual user's file. They can be stored in a network location available to all users and changing one file can change it for everyone.
