Aside from buying 2-300-dollar custom software, does anyone know a way to have an editable map of the us, which can have multiple ranges of shading, and can be created using data from an excel doc or the like?

I've looked at various solutions, but they're either too pricey, or have proprietary images that can't be edited in ppt
