Is it possible to lock your markings/drawings down to the page.

For example I often add photos to my notes that I need to draw on prior to sending them out... but then if I go back and type something above it the page scrolls down and the marking stay in place making everything our of alignment.

I know I can insert space with the tool but when working with long documents that just tends to not happen and then I end up with a document that is totally messed up. It just seems like this would be a default of the program to make markings stay in place. Is there something I can do to remedy this?
