In that case, if you don't want to get involved with calculations, Chapter 1 must be Section 1 and you number the pages with two fields "Chapter { SECTION }-{ PAGE }"
Unlink the next section and restart the page numbering

Section 1 will give you Chapter 1-1, Chapter 1-2, Chapter 1-3 etc
Section 2 will give you Chapter 2-1, Chapter 2-2, Chapter 2-3 etc
and so on.
