You could just go to the Insert tab and insert a Cover Page. By default, in Word 2010, they do not count in the numbering of pages and do not use the headers or footers in Section 1. The Cover Page may require some extensive revision for your format.

I agree with the recommendation that you look at Numbering Front Matter (Ribbon).

By the way, the way pagination works with cover pages differs depending on the Word version.
