Word Starter 2010 is a very restricted version of Word. If it allows you to modify the QAT (and I do not know that it does), you could follow the methods for Word 2010 given here to open the FileNew dialog, which gives you your templates.
File New Variations in the Versions of Word

If the Starter version does let you do that, please let me know and I will add that information to the web page.

Sorry. I just checked and Word Starter will not allow modification of the QAT or Ribbon.
