Unless you're using a non-standard image-wrap format (e.g. in-front-of or behind text), I can't see how that's possible. Ordinarily, text would be expected to wrap around any images - or the images would move with the text.
On a more general note, the positioning of floating objects is always unstable in a document where content ahead of them is subject to editing, because the edits can change where on the page - or even which page - the anchors for those objects are located. For a document subject to ongoing edits, it's best to insert them inline with text pending final repositioning after the text editing has concluded. You can set the default picture insertion options under Word Options|Advanced>Insert/paste picture as.
