It seems to be fixed. There was a notice in the Options>Account where there is another option for the same Themes and it had a notice at the top alerting of some sort of problem and to click and "Fix the Problem".

It requires a login to the Office account.

Why is this? Why did that happen? Windows 8 if that makes a difference.
