Default OneNote 2013 does not connect to SendToOneNote proxy

I am getting a popup message box saying "Unable to contact to SendToOneNote proxy. We will use OneNote Online instead."

This has started happening since I upgraded to Windows 10.

I was having a similar problem on a new (recertified) Asus notebook I just bought and also upgraded to Windows 10. I got some information online about going to "Settings>System>Default Apps>scrolling to "Choose default apps by protocol" and changing the OneNote default application> then, here is the difference, on this computer I decided to install the free OneNote 2016 and sync everything in my OneNote 2013 from One Drive, and this has worked. When I right click on a web page and select "Send page to OneNote" I get the expected result, which is the popup box holding all my OneNote 2013 color coded notebooks, and of course the option to choose where to send the page.

I have tried using this same method on my HP Pavilion PC and my OneNote 2013, but it does not work, I still get the same popup box about using One Drive Online when trying to send a web page to OneNote.

The 'mobile' OneNote app in the start menu may be a problem too, I don't know. I just really like seeing the color coded notebooks when I open OneNote, and this new 'mobile' windows 10 app does not have that.

I'm thinking, maybe I'll try downloading OneNote 2016 on my PC to see if that will work.

I just tried using the same link I used with my Asus notebook: setuponenotefreeretail.x86.en-us_ to install OneNote 2016 on my PC,
but it did not work. A message said that the installer would have to uninstall my Microsoft Office Home and Student 2013, and I cannot do that.

So, problem remains.
