This is a smart quote. If you turn on smart quotes from Word's autocorrect options > autoformat as you type straight quotes "" and automatically converted to smart quotes “” the appearance of which will be determined by the font.

You can also type them directly using ALT+0147 “and Alt+0148 ” using the numbers on the numeric key pad.
