I would do this by using building blocks and a building block gallery content control.

First, save each of your bylaw descriptions as a building block with the same gallery and category.
Next, insert a building block gallery content control and set it's properties to that gallery and category
Then, save that content control to a different building block location and give it a short name that is easy to type.

To insert a new bylaw you type the short name and press F3 then select from the dropdown. You could do this last step with a macro if you wanted but IMO it is not needed.
