Default updating TOC on protected documents

Hi, Is someone able to help me please, I am creating a word template which will be able to be used by anyone in our company to create duplicate documents whilst preventing them from changing styles.
I am using Word 2010 and utilizing the Restrict Formatting and Editing facility. I have ticked the Limit formatting to a selection of styles and also selected the styles in the Formatting restrictions list that I have used in the template. All appears to be operating well except my Table of Contents.

My TOC utilises 3 levels, I have modified each level TOC1 thru TOC3 using the Styles panel to modify the format to look like the Heading styles. If I have Document Protection turned off the TOC updates correctly and the style format stays as selected. But if I Enforce Protection and then update the TOC the styles change to what I am assuming is the same as the Normal style (which is what the TOC1 styles are based on) and the leader dots change. If I base the TOC1 styles on the Heading styles it doesn't fix the problem.

This is also happening on the List of Figures and List if Tables that I have in the document.

Can anyone see what I am missing?
