Freehand Highlighter problems

Hello,

I have microsoft word 2013. I like to use the freehand highlighter to mark up pictures etc. but I cannot do it. I had this capability with 2010 but now not with 2013. I have placed the "Highlighter" icon on the quick access toolbar but for some reason it is dimmed out so that I cannot select it. I attached an image to help.
