I wish you luck. I would not recommend your method, as described, to anyone.
Take a look at the header on page 2 of your document.

Here are three screen shots from a document set up the way you describe. Note the rulers shown in the shots.

The first screenshot is taken from in the header editing view. The second is taken on the same page but from within the document. The third is taken at the page division between the first and second page. The margins in the header on the second page are the same as those in the text. The header in section 2 is linked to previous with absolutely no editing.

You may be changing indents rather than margins. If you are, no section break is required. See the next post.
