OneNote 2013 Default Problem for Surface Pro 3 Stylus

So, I have set OneNote 2013 as the default app for notebooks every way I can imagine on my Surface Pro 3 (Windows 10) but can't get the stylus to open anything but the metro app when clicking the stylus eraser. Help!?
