Word 2013 (with at least the June update) will honor right tab stops outside the right indent but not outside the right margin. You may have to use the Tabs dialog box to set these. I believe it will treat right tab stops set outside the margin as being at the margin.

Also, if you save your document in .doc format you can then set the tabs as you could in earlier versions. It will also work in Word 2010 compatibility mode but I'm not sure how to save in that mode.
