I doubt any such tool exists. Converting a worksheet to HTML format is easy enough, but even that isn't enough to make any formulae in it work - you'd probabl;y need to convert those to javascript. As for macros, they too would have to be converted to something like javascript and embedded in the web page. It would probably be easier to develop the lot in a web app from scratch than to convert a worksheet with formulae and macros.
