That's quite simple. The problem is you're using tools that are as dumb as a box or rocks.

Presumably your chapters use a particular Style in the body of the document. In that case, open the page header and insert a:
1. STYLEREF field on the left, referencing the chapter's Style, via Insert|Quick Parts|Field>STYLEREF
2. Tab character and apply a right tab-stop to the paragraph in a suitable position
3. PAGE field on the right, via Insert|Quick Parts|Field>PAGE
In both field insertion cases, uncheck the 'Preserve formatting' option.
