You can create a rule that will move messages with an attachment to a sub folder. You can then manually empty the inbox.

You could create a macro to move messages with an attachment, or delete messages without, but a problem arises with respect to what Outlook considers an attachment. For example images in an html message are treated as attachments. So you need to be very specific about what you want to keep. The rule approach is safest.
