Signature function not working?

I'm a newbie running Outlook 2007 under Windows 7 (32 bit). When I follow the instructions to create a signature, I click on Signature, but the window entitled, 'Signature and Stationery' with 2 tabs doesn't appear? Can anyone help? Thanks
