So for today, the latest month would be July and the previous month would be June, right? Sure, that can be done.
And your data table to the right...is there a specific reason why it starts in May and ends in April? Will there be a new sheet added for next year or will you be adding on to it?
Anyhoo, there are probably better ways to do it, but the beauty of Excel is always that there are usually a dozen or two ways to skin a cat, some more elegant than others. But here's a start. I only did it for the Chlorine data (in yellow), but the formulas can be copied if you choose to go this route.
