Default Data Validation - Prevent blank cell based on a condition

Hi,

I'm looking for a formula that will prevent entry into a cell if another cell is left blank.

The table below will illustrate my conundrum:
TypePA1F2F2G3

In this instance, the bottom 3 rows are fine, but what i want is for an error message to pop up which will disable entry of the '1' under PA because the Type column has no been filled out.

It feels like it should be an IF formula but I have not been able to get anything to work. I don't usually use Data validation so i could be looking at it from the wrong angle,

Could anyone suggest a formula that might work under the 'custom' setting in data validation?

Any help would be hugely appreciated!
