Mail-merging images is not as straightforward as you envisage - see http://www.gmayor.com/mail_merge_graphics.htm and http://www.gmayor.com/mail_merge_graphics_addin.htm.
There is no easy way to do what you ask as part of mail merge. I would be inclined to put the signature graphics in table cells of fixed width, and redesign the certificate to accommodate this, but I have not seen your document.
http://www.gmayor.com/individual_merge_letters.htm and (if you are e-mailing the certificates as PDF files - http://www.gmayor.com/ManyToOne.htm ) will aid the process of producing the certificates.
Simply changing the images from 'in-line' to 'in front of text' is going to be difficult to arrange by macro without seeing the document and the effects of inserting the field and changing the wrap in order to accommodate those changes and give the required result.
Another possibility is to use merge autotext fields to insert the images. Autotexts can of course contain the images pre-configured.
