Is it possible to recover a permanently deleted email from my .OST file?

Hi All

Is it possible to recover a permanently deleted email from my .OST file?
(I am using Outlook2013, Windows 8.1, ms Exchange)

I do not wish to spend any money on this. If pushed I suppose I would spend up to say $5 but no more.
