It's working for me in 2013, and I'm fairly sure it worked in 2010. Is your F4 repeat function working for other simple actions? If so, are you certain that the lines you are selecting are separate paragraphs? You need to display hidden characters to make sure a paragraph sign ends each line, rather than the soft-return arrow.
