well, that might be the problem, as well. MS Word is sometimes really tricky and can do thinks that you tell it, not what you want it to do.
I have played with your file during the weekend and it also took a lot of CPU power and it was slow. But I still think that the problem is in pictures, because when I tried to delete them or replace them it took too long, unlike with the text.
So my suggestion is this. Try to create your table again, but primarily work in docx file format and only when you will need, then export it in some other format. Also, before you start to insert pictures in the table, save it as png file and then do it. Also, if you need to change the size of the picture, do it in the graphic processor not in MS Word. Word can change the size of the picture, but the size usually remains the same.
Considering your html problem. I would have to see how exactly you work (have an access there) because what you have described suggests that it is exactly the way of page maintenance that I do not like to work with. I am not very familiar with templates etc. since I do not like them due to the fact that your extend of control is limited, as you can see in your case. I like to directly write my html and then paste it into file via FTP protocol.
What we can do is that I can write the html table for you, you just give me codes of colors that you want to use as cell backgrounds. Then you can try to paste it into your template and it actually might work. I will create the table according to the file you have uploaded in this tread. When you will need to alter your image, you can open it in Front Page and via graphic editor change what you need. That should work fine, I used to work like that when I yet worked with FP.
