Given your reluctance to repair Office (a ten minute job), is it likely that your Office version has not been updated with the latest updates? Office 2007 latest updated version is SP3. If you have not updated Office 2007 to the latest spec, I would recommend that you do so.

The PDF functionality was not part of the original installation and became so with version SP2. Before that it was provided as a plug-in. Chances are that has been updated along the way.
