OK - that's a different issue. Select the main picture and click CTRL+X to cut it to the clipboard. Open the Header view and Ctrl+V to paste it back. Close the header view.

Now insert your smaller image in the main page. Right click and Format > Picture. Set the layout option to 'In front of text'. You can now move it around.
